Enhancing Health System Resilience: An Operational Imperative for Climate-Adaptive Healthcare

Abstract
Climate change has emerged as a direct and escalating determinant of healthcare system performance, disrupting service delivery through extreme weather events, infrastructure stress, and shifting disease patterns. Despite growing recognition of these challenges, the operational integration of climate resilience into health systems remains limited. This letter proposes a concise operational framework—the Climate-Adaptive Clinical Governance Model (CACGM)—which integrates climate intelligence, infrastructure resilience, workforce preparedness, and interdisciplinary governance. The framework can be useful in supporting a transition from reactive crisis management to anticipatory, system-level preparedness in climate-sensitive health care.
